With the arrival of the cold season, Andorra and other mountainous regions of Europe are reinforcing their road safety regulations to ensure safe driving on snowy or icy roads. From November 1st to May 15th, Andorra requires all vehicles to be equipped with winter tires, M+S tires (Mud and Snow), or to carry chains or textile covers ready for use if needed.
In France, for the third consecutive year, a similar measure applies to 48 mountainous departments, including the Alps, the Massif Central, and the Pyrenees, from November 1st to March 31st.

What Does the Regulation Require?

In Andorra and France, this regulation applies to:

  • Light vehicles, utility vehicles, vans, and motorhomes, which must:
    • Carry metal chains or textile covers for at least two driving wheels
    • Or be equipped with four winter tires.
  • Heavy goods vehicles and coaches, which must also comply with these rules to ensure road safety in mountainous areas.

Winter tires must be identified by the “3PMSF” mark (3 Peak Mountain Snow Flake), recognizable by a snowflake on a mountain profile. Tires marked “M+S,” “M.S.,” or “M&S” are also valid until November 1, 2024.

What About “All-Season” Tires?

Although versatile, “All Weather” or “All Season” tires do not always meet legal requirements. To be considered winter tires, they must bear the “3PMSF” seal or, during the transitional period, the “M+S”marking, which ends in 2023 in France.

These measures aim to prevent accidents and avoid critical situations, such as the blockage that occurred in March 2015 in Col du Puymorens, where a bus and 20 vehicles were trapped by snow, causing a night of panic for the drivers.

Moreover, the penalties are severe:

  • In Andorra: 180 fine for cars and 500 for vehicles over 3.5 tons.
  • In France: Fines vary, but the regulations are strict in the affected departments.
